Data Centre Commissioning Levels: L1 to L5 Explained

Data centre commissioning (Cx) runs across five levels, from factory witness testing of individual equipment to full integrated systems testing under load. This is what each level covers, who owns it, and where hiring pressure sits on UK, Irish and wider programs.

L1: Factory Witness Testing (FWT)

L1 is testing performed at the equipment manufacturer's factory before shipping to site. Typical examples include UPS, switchgear, generator load bank tests and chiller runs. Owned by the owner and CxA, often with vendor engineers present.

L2: Site Acceptance

Equipment arrives on site, is inspected and checked against the delivery specification. Damage, missing parts and specification deviations are logged against the commissioning issues register before the equipment is released for installation.

L3: Pre-Functional and Functional Testing

Individual equipment is energised and tested standalone. Pre-functional confirms installation quality (cable termination, torque, alignment, coolant fill). Functional confirms the equipment operates per specification in isolation.

L4: Site Integrated Systems Testing

Subsystems are tested end-to-end. For example, one full electrical string from utility through switchgear, UPS, PDU and to the rack, or a full mechanical cooling loop. Cx engineer headcount on site typically peaks during this phase.

L5: Integrated Systems Testing (IST)

The entire facility is tested as one system, usually under full simulated load with scripted failure scenarios (utility loss, generator failure to start, UPS bypass). Owned by the Commissioning Manager and witnessed by the CxA and owner. L5 sign-off is the gate to handover.
